Flare Flinger 3000

When you go to the Beach You will See Rockhoppers Ship Completed and there an unsual thing called a Flare Flinger 3000. I think its there because they succeeded to complete Rockhoppers Ship “The Migrator” in the Save the Migrator Project! (This is how it looks like below)
